Investment incentives: Cash Rebate, Tax Relief
The implementation of Law 4487/2017 was a decisive step towards attracting investment through the production of films, television series, documentaries, animation, and digital games in Greece.
In September 2018 (Law 4563/2018) the rebate was raised to 35% on the eligible expenses incurred in Greece and in July 2020 it was raised to 40% (Law 4704/2020).
The new legislation in April 2024, entitled “Creative Greece: support for the film, audiovisual and creative sector, establishment of a body for books and other provisions for modern culture ” (Law 5105/2024), provides for the inclusion in the cash rebate program as a minimum of €60,000 for documentary films, €45,000 for short films, while the minimum threshold of eligible expenses for films or television fiction films is €200,000. For fiction mini-TV series (up to 16 episodes) the amount of €120,000 per episode produced, and the amount of €35,000 per episode produced for other fiction TV series. It is noted that investment plans for TV-series or mini-series are supported for the first two seasons. For animation projects, the amount of €80,000 is foreseen for feature films or television films and the amount of €50,000 for short films or television films.
The maximum amount of state aid (cash rebate) of HFAC-Creative Greece that an investment project can receive is € 8,000,000.
With the implementation of Law 4172/2013-71E and Joint Ministerial Decision 1007/09-01-2019, HFAC-Creative Greece now manages the tax relief program, which provides for a 30% tax exemption for investments in domestic productions (through the same procedure that applies to cash rebate). The program can also be used in combination with cash rebate reaching up to 50% of the total production cost of a project.
Getting started
Αpplications may be submitted for international and domestic productions and/or co-productions that choose Greece as the location for main photography, production, and/or post-production.
A smooth and timely procedure
Applications are submitted to HFAC-Creative Greece all year long, no later than 10 days before the beginning of production and/or post-production, via an electronic system guaranteeing smooth, fast, and transparent processing.
And… it’s a wrap!
The subsidy is payable after the completion of production or/and post-production, provided all prerequisites of the relevant legislation are met.
